Humming Noises When in Neutral?

So I am working on fixing up my car a bit here so I can sell it to my younger sister. I offered to sell it to her at 50% of the value so she has something to drive to and from uni. 

I want to make sure everything is working well before this. She will need it ready for the fall. What causes a humming noise when in neutral and is this something I can fix on my own?
